Ming Pao has interviewed HIA and two refugee beneficiaries who had difficulty accessing needed healthcare services in Hong Kong. One case involved a public doctor refusing to write referral letter to a refugee patient and another case involved a public nurse manager cancelling a scheduled operation for a refugee patient who is a child. Both cases were due to the lack of knowledge and understanding from the frontline staff that refugees are entitled to access public healthcare services in Hong Kong as specified in Hospital Authority’s guidelines. After HIA’s intervention in both cases, the refugee patients were able to access the healthcare services needed, and that the frontline staff were aware of the policies in place.
